THE IMPORTANCE OF CIVIL SOCIETY

Historically, the development of society caused to the creation of state, which was meant to protect its citizens and to guarantee their rights and freedoms. However, the path that all the states passed through, was not an easy one, but rather complicated for the phenomenon, such as “power’’, or the division of “powers”, civil society and government. All these concepts are a part of a big system called home politics, and the relations between the parts of the system are an extremely difficult one, although the fact that state was created by people and for people.

The civil society, which is a group of intellectually developed, well-rounded people, plays a major role in most of the modern states and is one of the key factors of any democratic state. On the other hand, civil society cannot exist, if the state does not provide its citizens and civil society, enough freedom, which makes us think that the existence of civil society is possible only in democratic, legal state, because only this type of state provides its citizens freedom of speech, voice, the right to vote and other essential freedoms and unalienable rights.

Yet, the way the civil society and the state interrelate, is also of big importance. One cannot exist without the other, just because these two concepts are both a part of the same democratic ideology. However, the role of the civil society institutions, that is the role of non-governmental organizations is also of major significance, as the latter’s duty is to cooperate and to negotiate with the state, and not to directly go opposite to it, and boycott, to make a fuss in the state, and organize civil society protests against it. On the other hand, if the state violates some basic human rights, well organized and fully functioning civil society must be able to insist their interests.

The way the civil society cooperates with the state is also of vitality for the fate of the state and its efficient functioning. Well-developed civil society is considered to be one of the key conditions of legal state. Without the existence of the influence of civil society over the state, it is impossible to have a full democratic and legal state, on the other hand, the government’s attitude towards the civil society and the will to negotiate with it and to take into consideration the latter’s will must be also noted.

In twenty first century we are told that civil society ,the legal state and the democracy are the best political forms and I absolutely agree with it, because these are the best of what we have seen so far. Yet, not all the countries need to have civil society or be legal state, because they are happy with what they have, and the democratic part of the world should not interfere is these countries and make them choose whatever they do not wish to choose. Let each country choose its own path.
